Boston breaks ground on 142-unit affordable senior housing development in Brighton

BOSTON — July 19, 2026 — Boston breaks ground on 142-unit fully affordable senior housing development at JJ Carroll Apartments in Brighton. Mayor Michelle Wu, Massachusetts Secretary of Health and Human Services Mary Lou Sudders, and DHCD Undersecretary Jennifer Maddox joined Two Life Communities CEO Amy Schectman and Boston Housing Authority Executive Director Kate Bennett at the Saturday ceremony, marking the start of construction on a project more than a decade in the making. The development will replace 64 deteriorated BHA public housing units and add 78 new affordable units, with 114 of the 142 total designated as deeply affordable; all units will be connected via interior hallways and a pedestrian bridge to Two Life's existing Brighton campus of more than 700 units. A first-floor Program of All-Inclusive Care for the Elderly center, operated by Element Care, will be one of only two PACE sites within the city of Boston. State Representative Mike Moran credited House 4915, legislation he filed to waive sub-bidding requirements, as the move that compressed the construction timeline and made the project's finances viable. BHA's Bennett noted the authority's waitlist would take 22 years to clear at current unit-turnover rates.
