Boston Breaks Ground on 142-Unit All-Affordable Senior Housing Project in Brighton

BOSTON — July 20, 2026 — Boston breaks ground on a 142-unit all-affordable senior housing project at JJ Carroll Apartments in Brighton. Two Life Communities CEO Amy Schectman and Boston Housing Authority Administrator Kate Bennett headlined a July 20 ceremony alongside Mayor Michelle Wu, who called the development "a city that truly recognizes housing as a human right." The project replaces 64 deteriorated BHA units and adds 78 new affordable apartments, including 114 deeply affordable units, all connected by interior hallways to Two Life's existing Brighton campus. Financing was assembled from Mass Housing, DHCD, federal low-income housing tax credits purchased by Wells Fargo, state tax credits purchased by Dorfman Capital, and city funds. State Representative Mike Moran credited House Bill 4915, which he filed to waive sub-bidding requirements, as the legislative move that made the construction timeline viable. An on-site PACE center operated by Element Care will serve residents and the broader Brighton community. Schectman noted that at current turnover rates, clearing Two Life's waitlist would take 22 years.
