Boston Council Examines 2030 Climate Action Plan Ahead of February Draft Release

BOSTON — November 14, 2025 — Boston's City Council climate committee heard a detailed update on the city's draft 2030 Climate Action Plan, the administration's first document combining greenhouse gas reduction with resilience strategies. Committee Chair Gabriela Coletta Zapata convened the virtual hearing on Docket 1850, joined by Council President Ruthzee Louijeune, Councilor Edward M. Flynn, Councilor John FitzGerald, and Councilor Benjamin J. Weber. Chief Climate Officer Brian Sweat, Climate Resilience Director Christopher Osgood, and Green New Deal Director Oliver Sellers-Garcia told the council that a second draft with full metrics and named delivery partners will be released in February 2026, with a final plan due in spring. Sweat said the city plants between 1,800 and 2,000 street trees annually from a base of just over 40,000, with 40 percent of new plantings targeted at the lowest-canopy 20 percent of Boston neighborhoods. Osgood cited capital funding at historically high levels for coastal resilience and noted planning is complete across all 47 miles of Boston's coastline, with implementation now underway on projects including Ryan Playground in Charlestown.
