Boston Council Weighs Expanding Beacon Hill, Bay Village Historic District Protections

BOSTON -- March 20, 2023, Boston City Council hearing advances Beacon Hill and Bay Village historic district expansions. Lead sponsors District Councillor Kenzie Bach and Council President Edward M. Flynn presented two home rule petitions at a Monday hearing, one that would extend the Beacon Hill Architectural District, the oldest historic district in Massachusetts, roughly 40 feet northward to the Cambridge Street curb for the first time since 1975, and one that would broaden Bay Village Historic District Commission review to anything visible from a public way, not merely facades directly facing a street. Senior Preservation Planner Nicholas Armada cited preserved structures along Cambridge Street including the 1906 Puffers Building and 228 Cambridge Street, the historic site of Sporter's Cafe and an LGBTQ organizing hub during the 1980s AIDS crisis. A debate over whether sidewalks should fall inside the new district boundary prompted the city's Chief of Environment, Energy, and Open Space, the Reverend Mariemma White-Hammond, to offer amendment language carving out city-controlled sidewalk work in anticipation of a future Red-Blue connector reconstruction. No vote was taken; Council Chair Ruthzee Louijeune said she intends to work with sponsors to finalize language before advancing the petitions.
