Boston PFC Approves Two Affordable Housing Conveyances in South Boston and Hyde Park

Boston's Public Facilities Committee unanimously approved two affordable housing conveyances at its July 22 meeting. Chair Catherine Craven presided as the committee cleared the $39,000 sale of a 646-square-foot parcel at 83 Emerson Street in South Boston to Fresh Start Program LLC, a developer entity formed by James O'Donoghue, which will produce one deed-restricted homeownership unit affordable to buyers at no more than 150 percent of area median income and is expected to generate roughly $5,320 per year in property taxes. The committee also amended a June 2019 vote to reduce the purchase price for two Roseberry Road parcels in Hyde Park from $205,000 to $200 — $100 per parcel — and extended the tentative developer designation of Norfolk Design and Construction LLC by six months; Senior Staff Attorney James McDonough confirmed on the record that federal subsidy rules mandated the price reduction and that Massachusetts General Law Chapter 30B Section 16 did not require a new competitive bidding process.

The Hyde Park project will produce two affordable duplex townhouse units for first-time homebuyers at 80 and 100 percent of area median income.
