Boston Zoning Board Approves 21-Unit Affordable Housing Project in Roxbury

BOSTON — July 16, 2024 — Boston's Zoning Board of Appeal approved more than a dozen housing, commercial, and institutional projects at its July 16 hearing, capping a marathon session with unanimous backing for the 21-unit Garrison Trotter Phase 4 affordable homeownership development in Roxbury. The project, developed by Windale Development and Crosswinds Enterprises with architect Nick Elton of West Work Architects, includes 16 affordable and seven market-rate units across 13 buildings on Howard Street and Hollander Street, bringing the four-phase initiative to 73 total first-time homeownership units. The board also approved a 14-unit ownership project near Ashmont Station at 9 Fourth Street with a 20 percent affordability commitment — above the required 13 percent — and unanimously backed a 12-unit affordable condominium development at 104-108 Norwell Street under the city's Welcome Home Boston program. A food truck application for 538 Blue Hill Avenue was denied without prejudice after community members and a representative of Councilor Brian Morrell's office cited two recent area homicides, a shooting the prior night during the proposed operating hours, and the absence of a security plan.
