BPDA Board Awards Marine Robotics Firm Tentative Designation at Flynn Marine Park

BOSTON — December 11, 2025 — Boston's BPDA board cleared the way for a marine robotics facility at the Raymond L. Flynn Marine Park, awarding tentative designation to Marcus Partners for a new 100,000-square-foot manufacturing and R&D building at Parcel M, 3 Dolphin Way, at its December 11 meeting. The proposal, selected as most advantageous from three submissions to a January 2025 RFP — the fourth issued for the site after prior attempts dating to 2017 all failed — also includes a $10 million investment in the East Jetty to construct a fully functional floating dock. Chair Priscilla Rojas and board members Caryn Bennett, Josh Shepard, Dr. Theodore Landsmark, and Brian O'Malley voted unanimously on all four items. The board also extended tentative designation through June 30, 2026, for a Lincoln Property Company and Quaker Lane Capital joint venture planning a 240,000-square-foot life sciences building at 7 Channel Street, with staff noting the current life science market is "challenging." Existing tenant BBX Incorporated, a refrigerated freight carrier, was authorized to continue using a reduced portion of Parcel M at $2,400 per month through May 31, 2026, when it must vacate to accommodate Sail Boston 250 and the incoming redevelopment.
