Boston City Council reviews Rule 15's duplicate-filing standard after a Women's History Month dispute. City Council President Liz Breadon chaired the hearing, with City Clerk Alex Gorunkas testifying his office has flagged 16 potential Rule 15 matters among the 1,588 dockets filed so far in 2026, up from 1,700 in all of 2019. Councillor Sharon Durkan said she now believes it was "improper to cite rule 15" when she blocked a colleague's resolution, arguing Rule 33 was the correct tool.
Councillor Erin J. Murphy said a recess request was denied before colleagues "voted to just shoot it down." Councillor Miniard Culpepper pushed for a formal appeal mechanism for disputed filings. No votes were taken.
