Council panel hears testimony on Boston security guard training mandate

Boston council panel debates training mandate for 9,000 unarmed security guards, takes no vote. The Government Operations Committee, chaired by Councilor Ruthzee Louijeune, heard nearly four hours of testimony on an ordinance from lead sponsor Henry Santana requiring 40 hours of initial in-person training and eight hours annually, with penalties of $300 per guard per day for noncompliance. Senior Advisor for Labor Policy Lou Mandarini and Deputy Director Jody Sugarman-Brosnan said the city's three-person labor compliance office needs more time before the ordinance's July 2027 certification deadline. 32BJ SEIU's Kevin Brown said the union represents more than 1,800 unarmed officers in Boston; security officer Stanley Washington III testified he "received no training, none" at his first post.

Industry witnesses, including an attorney for Securitas and the National Association of Security Companies, cited Philadelphia's stalled rollout of a similar 2026 law and urged the council to slow down before advancing Docket 1541.
