Boston PIC Unanimously Approves Eight Infrastructure Actions for South Boston Development

BOSTON — March 13, 2025 — Boston's Public Improvement Commission cleared eight infrastructure actions for a 21-acre South Boston development in a single hearing. The commission, chaired by Yasha Franklin-Hodge, voted unanimously on all eight petitions filed by OTDD2 Title LLC covering the widening of Dorchester Avenue and Alger Street, line and grade approvals for two new public ways named Bayline Drive and Ellery Street, specific street repair packages, a private utility license, a canopy license, and an earth retention license — all tied to Phase 1A of the 495 Dorchester Avenue mixed-use project near Andrew Square Station. Attorney Paula Devereaux of Pierce Atwood confirmed a maintenance agreement under which the developer takes responsibility for all specific repairs, including snow management on new protected bike lanes. The specific repair approvals came with a contingency: the project team must resolve open questions with Boston Water and Sewer over tree placement above utility pipes and with the city's accessibility team over pedestrian ramp design before submitting final permit documents.
